        • The policy-making process, especially rule of law reforms on national level, lacks inclusiveness and transparency, as CSOs have limited opportunity to conduct monitoring and evaluation on ground by implementing evidence-based policy making. The objective of the project is to set up a regional coordinative mechanism for democracy and rule of law mirrored through the implementation of Chapter 23 - Judiciary and Fundamental Rights and Chapter 24 - Justice, Freedom and Security in Macedonia, Serbia and Montenegro.

          The project targetsCSO’s from the region and the prospects for regional networking and joint monitoring/advocacy mechanism on rule of law issues, particularly policy issues under Chapter 23 and Chapter 24. Moreover, the project recognizes the need to exchange the best practices and lessons learned from previous enlargement waves. Still, the project considers national authorities as final beneficiaries, in order to ensure for cooperation between decision-makers and CSOs.

           

           Project activities:

           

          1. Preparatory phase

          • Identifying coordination mechanism between regional networks
          • Regional workshop to streamline coordination

          2. Policy research phase

          • reparation on national case studies (Macedonia, Serbia and Montenegro
          • Preparation of a policy brief

          3. Policy advocacy phase

          • Presentation of project’s results on policy forum  
          • Dissemination of project’s results

          4. Monitoring and evaluation of the project impact

           

          Expected results of the project are:

           

          • Developed common framework for assessing regional priority issues in democracy and rule of law;
          • Developed framework for regional exchange mechanism on the implementation of Chapter 23 and Chapter 24 through coordination of existing regional networks,
          • Prepared policy options to advocate before national stakeholders.

           

          This project has received funding from the European Fund for the Balkans and in it’s realization will participate Institute Alternativa (Montengro), European Policy Institute (Macedonia) and Belgrade Centre for Security Policy (Serbia).
