        • The aim of the project is to promote the transparency of the security sector in Serbia and to contribute to removing the confusion of what should be public and what is secret in this sector. Misunderstandings between security institutions, on the one hand, and citizens, journalists, civil society organizations, trade unions, on the other, about what is and what is not information of public importance are not rare, as evidenced by the practice of the Commissioner for Information of Public Importance and Personal Data Protection, as well as the practice of domestic and international courts.

           

           

           

          Security institutions - police, military, security-intelligence services - often deny citizens access to information of public importance, invoking confidentiality rules, national security protection, and the protection of personal data and trade secrets.

           

          In the past, it has been shown that sometimes, for unjustified reasons or without proper justification how disclosing of certain information would jeopardize national and citizens’ security, security institutions breach the right of public to know.

           

          The amendments to the Law on Defence and the Law on the Security Information Agency from May 2018 create a special legal regime for the security sector, by virtue of which theoretically any information on the work of the Ministry of Defence and the BIA can be classified as secret. The Commissioner submitted a motion in June 2018 to review the constitutionality of these changes, but a decision by the Constitutional Court on that request is still awaited. Amendments to the Law on Access to Information of Public Importance are underway, which, according to experts, reduce the level of transparency of public institutions, and especially of public companies.

           

          The project envisages:

          • opinion polls,
          • exploring the practice of different actors in seeking information on the security sector in Serbia,
          • development of backgrounders,
          • producing educational videos and other visual content intended for a wide audience.
