          • Civilian Capacities for Peace Operations Case Study - Germany

          • Gordan Bosanac from Center for Peace Studies, BCSP partner on the project "Building Civilian Capacities from the Western Balkans in Peace Support Operations", analyzes German civil capacities for peace missions and operations.

        • This policy paper examines the German experience regarding the civilian capacities for peace operations.

          It begins with the historical context and circumstances in which Germany developed its own civil capacities, with particular view to the German position in the international arena after the Second World War.

          As a result of the German international and constitutional position concerning the strong limitation of the use of military forces within the foreign policy, Germany used this position and in the recent years became one of the main promoters of civilian capacities in the international arena, particularly within the EU policies.

          This publication is a product of a research project “Building Civilian Capacities from the Western Balkans in Peace Support Operations”, financed by the Norwegian Ministry of Foreign Affairs
