      On November 14, a discussion was organised by the OSCE Mission in Serbia and Centre for Civil-Military Relations on the use of special investigative techniques and civil oversight. The forum was opened by Serbian National Assembly Speaker Oliver Dulić and the OSCE Mission Head, Ambassador Hans Ola Urstad.

      Participants at the event included representatives of the Serbian ministries of Interior, Defence, Foreign Affairs, Finance, and Justice as well as the Security and Intelligence Agency, Security and Defence Committee parliamentarians, the Commissioner for Free Access to Information of Public Interest Rodoljub Šabić and the national Ombudsman Saša Janković.

      Representatives of institutions that were empowered to use special investigative techniques as a response to new challenges, risks and threats to security, have presented their experiences as a constant struggle between two demands: one, to ensure that citizens are secure, and two, to restrain from any violation of their rights. The draft of the law on security agencies, in procedure for Assembly approval since November 13 was in the focus of attention, since it represents one of the conditions for initiating the presidential elections. OSCE Mission in Serbia offered its assistance to the National Assembly, regarding the possibility for organising another discussion, just this time with the purpose of clearing out the misunderstandings introduced by the draft law.

      Participants in the discussion agreed with the remark made by the organisers that further improvement of the legal framework in the domain of classification of data and protection of personal information is necessary.
