    • Is there a strategic culture of the EU?

      On Monday, March 23, Ivan Zveržanovski discussed with the students of the School for European Security does a separate strategic culture of European Union exist and if it exists, what makes her distinctive.

      Centre's guest began his presentation by suggesting a definition proposed by Mayer, where strategic culture is composed of  social norms, ideas, patterns of behaviour shared by most of the actors in a security community, resulting with a set of options in order for the community to reach certain defence and security goals.

      This discussion, whether an actor in international relations builds upon a distinctive strategic culture or not is important because the use of force may be the key result of it s operationalisation, since "strategic culture creates a context where use of force is possible".

      Ivan understands how the key element of strategic culture is the strategic norm. We can fully comprehend the content of any strategic norm through realising the threat perception;institutional socialization; and the so-called formative moment.

      After the lecture was completed, the students of the School Škole analysed the European Security Strategy seeking the elements for understanding EU's strategic culture.
