    • BCSP invited to appoint researchers to serve as Citizens’ Overseer of Public Procurement

      BCSP was officially invited to become part of a newly created oversight mechanism, the Citizens’ Overseer of Public Procurement (Gradjanski nadzornik in Serbian).

      Upon the recommendation of Transparency Serbia, in July 2013, BCSP was officially invited to become part of a newly created oversight mechanism, the Citizens’ Overseer of Public Procurement.

      BCSP’s contribution will include naming (at least) two of its employees/researchers who will then be authorized by the Public Procurement Office (PPO) to monitor selected procedures where value (per object of procurement) exceeds 1 Bn dinars (approx. 8 mil EUR). Procedures will include both those initiated by security sector institutions, as well by other state bodies.

      “Citizens’ Overseer represents an important new anti-corruption mechanism instituted by the new Public Procurement Law. By conducting monitoring activity over specific public procurment cases, CSOs will proove that they are not only capable of researching procurments on a very general level but that they have expertize to scrutinize every detail of concrete procurement cases" said BCSP Executive Director Predrag Petrovic, who will perform the duty of Citizens’ Overseer.

      BCSP is one of few organisations in Serbia invited by the Public Procurement Office to nominate representatives. BCSP engagement in this matter is pro bono, as its researchers will be provided with no honoraria for their work. In order to successfully perform this highly responsible function, BCSP researchers will undergo a set of tailored trainings in monitoring procurement under the new Law.
