    • Regional Conference on the implementation of the Brussels Agreement

      Institutional perspective, progress and remaining challenges on the implementation of the Brussels Agreement are the topics of the regional event which will be organized on 10 April 2014 in Hotel Sirius in Pristina.

      During the event „Alternative Review of the Implementation of the Brussels Agreement: What happened to the former members of parallel structures?“ BCSP researchers Maja Bjelos and Bojan Elek will present a policy paper on the Police Integration in North Kosovo: Progress and Remaining Challenges in the Implementation of the Brussels Agreement. The policy paper was drafted as a part of Exchange Program between BCSP and Kosovar Center for Security Studies (KCSS). For a period of two weeks, KCSS has hosted Bjelos and Elek in order to complete their research by conducting interviews, analysis, and meeting with relevant stakeholders. This policy product is envisaged as an analysis of this process of integration, starting with the analysis of the Agreement’s provisions, briefly addressing the election process and then moving on to do process-tracing of the actual implementation in the field. The analysis focuses on aspects of inter-ethnic cooperation, inclusiveness and oversight of this process.

      The conference will be split in two panels: the first panel will provide views on the challenges, weaknesses and implications of the latest agreement from the relevant stakeholders. The second panel will present the key findings of the paper from each partner organization involved in the research.

      The event is part of the project “Security research forum Belgrade-Pristina-Tirana”, which is realizing with the support of the Ministry of Foreign Affairs of Norway. The project is meant to foster balanced debate among think-tank community, academia, public policy and media in order to provide research-based alternative solutions to ongoing challenges of cooperation among Serbia, Kosovo and Albania. This is a joint project of three independent think tanks specialized in research of security issues - Belgrade Centre for Security Policy (BCSP), Kosovar Center for Security Studies (KCSS) and Institute for Democracy and Mediation (IDM).
