    • Future(s) of Security Normalisation among Belgrade-Prishtina-Tirana

      BCSP is inviting you to the closing event of Security Research Forum Belgrade-Prishtina-Tirana, a joint project of three independent think tanks. This cooperation started much earlier than our respective governments became engaged in dialogue on security cooperation, and is especially topical in the context of a new visit of German Chancellor Angela Merkel to Belgrade.

      Belgrade Centre for Security Policy (BCSP), Kosovar Centre for Security Studies (KCSS) and Institute for Democracy and Mediation (IDM) from Tirana are organizing the discussion “Future(s) of Security Normalisation among Belgrade-Prishtina-Tirana”, which will take place on 9 July 2015 at 1 pm in the Media Center (Terazije 3, Belgrade).

      Starting from the assumption that key for stabilisation of the Western Balkan region in the next decade lies with improving the Serbian-Albanian relations, BCSP, KCSS and IDM had initiated in 2012 Security Research Forum Belgrade-Pristina-Tirana aimed at improving understanding of bilateral and trilateral security issues by establishing links among security policy communities. 

      In last three years, significant progress has been made in establishing official dialogue between Belgrade and Pristina authorities as a part of Brussels-mediated process, as well as between Belgrade and Tirana motivated by economic development promoted through a Berlin-led Conference of Western Balkan States.

      Despite progress in political dialogue, there are still gaps in security cooperation that allow for some threats such as organised crime or foreign fighters or migrants to travel with limited obstacles. 

      At the conference we will share our research insights on possible way forward regarding normalisation of Belgrade-Pristina and Belgrade-Tirana relations.

      1. What have been major security improvements as a result of the intesified communication and cooperation between political elites Belgrade-Pristina and Belgrade-Tirana in relation to the three years ago?
      2. Who have been champions and who were/are  opponents and veto players in regards to normalisation of bilateral relations in each of three communities?
      3. What is the potential positive impact of Belgrade-Tirana relations for Belgrade-Pristina relations and vice versa? What are the limits of spill-over effects?
      4. What are major security concerns of ordinary citizens that still have not been addressed through dialogue among governments?
      5. What has worked and what has failed to deliver change from the EU mediation and conditionality regarding normalisation of bilateral disputes and regional security cooperation?
      6. What could be the next steps that could lead to ‘good enough’ normalization in security and bilateral and regional relations? Any proposals for ‘Brussels Two’ agreementbetween Belgrade and Prishtina in regards to security cooperation?
      This event is a part of the project Security Research Forum Belgrade-Pristina-Tirana, a joint initiative of three independent think tanks specialised in security research: Belgrade Centre for Security Policy - BCSP (www.bezbednost.org), Kosovar Centre for Security Studies - KCSS (www.qkss.org) and Institute for Democracy and Mediation -  IDM (www.idmalbania.org). We share a concern for human security and democratization, and believe that competent involvement of civil society in security politics can make security governance more representative, transparent, democratic and effective. The project is initiated to foster balanced debate among think-tank community, academia, public policy and media in order to provide research-based alternative solutions to ongoing challenges of cooperation among Serbia, Kosovo and Albania.
