        • Within the corpus of the European Union community law, negotiation Chapter 24 covers policies in the field of justice, freedom and security.

This chapter covers policies that mostly fall within the scope of a country’s internal affairs and on which the security of citizens and their access to justice largely depend.

Chapter 24 includes a set of regulations that represent the best European practices and standards in areas such as protection of external borders, police cooperation among the Member States, the regulation of migration, judicial cooperation, the fight against terrorism, and other areas essential for the safety of citizens.

The NCEU Working Group for Chapter 24 (Justice, Freedom and Security) convened for a total of 10 times since it began operating in July 2014. Representatives of the Ministry of Interior and other competent authorities involved in the preparation of the Action Plan responded to the calls for consultations with civil society at eight meetings.

In this annual report there is a brief overview of the policies covered by the Chapter 24 and the main assessments from the Screening Report. Some of topics that report contains are police cooperation and fight against organised crime, the fight against terrorism, counterfeiting of the euro and cooperation in the fight against drugs.

The research was supported by the Foreign and Commonwealth Office of the United Kingdom through the project „The National Convention on EU in Serbia - Civil Society Monitor Progress and Support Reforms in the Chapters 23 and 24“. The views and analysis contained in this publication are those of the authors and do not necessarily represent the views of the UK government.
