    • Financing Security for XXI Century

      Belgrade Centre for Security Policy (BCSP) is organizing “Financing Security for XXI Century” conference with a goal to advance public debate on accountable budgeting and expenditure in the security sector of Republic of Serbia.

      The event will be held in the Hotel Zira (Ruzveltova 35, Belgrade) on Tuesday, 21 February 2017, starting at 10 am.

      After two years of analysing public expenditure performance in the security sector, BCSP gathers most relevant interlocutors form the security sector institutions, independent regulatory bodies and civil society in order to answer the question on how to obtain value for money in the security sector.

      Smart defence: How to attain more for less

      In an open conversation with the Minister of Defence, Zoran Đorđević we will discuss on how it is possible to have accountable defence spending and maintain capabilities in times when costs of defence rapidly increase while the defence budget has to adjust to austerity measures.

      Wasteful procurement: Money for nothing

      Wasteful and ineffective procurement in the security sector and its implications on the functioning of the security institutions, rights of their employees and the security of citizens, are the subject of the second panel that will gather representatives of public institutions, associations of professionals, unions and civil society. The goal of the panel is to establish recommendations for achieving smart procurement in the security sector by 2020. This panel will also be an opportunity to introduce the "red flags" web portal developed by BCSP, which helps identify wasteful procurements in the security sector.

      Towards Professional Private Security Services

      The practice of procuring private security services by public institutions is the subject of third panel that will gather representatives of expert organizations and private sector. The panellists will debate Serbian and international practice, and discuss possible solutions for addressing this issue, from exclusive use of value for money criteria to the use of public private partnerships.

      The event is supported by the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and organized as a final conference of the project „PRO-CURE: Strengthening Civil Scrutiny of Public Procurement in the Security Sector“, implemented by BCSP and Society Against Corruption, and financed by the Delegation of the European Union in the Republic of Serbia and the Office for Cooperation with Civil Society of Republic of Serbia.
