    • Civil society contribution in development assistance planning

      The Belgrade Center for Security Policy (BCSP) is the leading organization for the field of justice and internal affairs within the Sectorial Civic Society Organizations (SCSO Mechanism) and has since the founding of this platform participated in activities related to the programming, monitoring and evaluation of development assistance from the Instrument for Pre-Accession Assistance (IPA and IPA II funds of the European Union) and bilateral donors.

      With the participation of the other 15 organizations active within SCSO Mechanism in the areas of justice and internal affairs, the following activities were carried out during 2017:

      • IPA II Programming Plans for 2017 were presented in February at the meetings of the Sectoral Working Group (SWG) for Justice and the SWG for Internal Affairs, with the member organizations of the SCSO Mechanism. On this occasion, draft of IPA 2017 Action Plan for Justice, as well as the national IPA Program in the field of Internal Affairs was presented, where the support in fight against organized crime, financial investigations, fight against terrorism and cybercrime were named as priorities. The members of the SCSO Mechanism were invited to this meeting to provide written comments on the drafts of these documents.

      • Representative of the SCSO Mechanism also took part in a donor coordination meeting, which was organized in the offices of the European Integration Office on June 2. At this meeting, representatives of the donor community and state institutions involved in the programming process discussed better ways to align the priorities supported by development assistance, and presented plans for a web portal that would serve for better coordination of justice assistance.

      • Representatives of SCSO for Justice and Internal Affairs participated on June 29 at the Sectoral Committee for Monitoring the First IPA Component (Transition Assistance and Institution Building - TAIB). The topic of this meeting was the use of funds through a decentralized fund management system, and a draft of the Third Sectoral Report on the implementation of the first IPA component was also presented.

      • Workshop for organizations active in the SCSO Mechanism with the capacity to track and evaluate IPA projects was held on July 17 with the support of the TACSO office in Serbia. At the workshop, lecturers from the Ministry of European Integration (former Office for European Integration) provided information on the current status of programming IPA II assistance, as well as on the implementation of the Result Based Monitoring (ROM) method, used by the European Commission in evaluating the implemented projects.

      • At the last workshop organized on July 27, representatives of the SCSO Mechanism participated in the process of consultations on the priorities for programming of the Civil Society Facility (CSF) from the national IPA funds for 2017 and 2018. This was a unique opportunity to influence the topics and propositions of this call, which is one of the largest calls focused on supporting the work of civil society organizations in fostering dialogue and monitoring Serbia's progress in the European integration process.
