They are usually expected to improve legitimacy of state (governmental) and bureaucratic processes that are often alienated from the citizens they are supposed to serve. Their independence is characterised by the fact that they are established by constitution and responsible to the parliament, and that they are not a part of the traditional branches of government &#8211; the legislature, executive and the judiciary. The expected adventage of their oversight over other state institutions with oversight competencies are: objectivity, independence, accessibility, informality, confidentiality, reporting\/transparency and investigative powers.<\/p>\n<p>\tTherefore, in the second panel moderated by BCSP President of the Board <strong>Miroslav Had\u017ei\u0107<\/strong>, Ombudsman of the Republic of Serbia <strong>Sasa Jankovic<\/strong> and Commissioner for Free Access to Information of Public Importance and Personal Data Protection <strong>Rodoljub Sabic<\/strong> will discuss on:<\/p>\n<ul>\n<li>\t\tWhat is unique about oversight over security sector compared to the rest of public administration?<\/li>\n<li>\t\tWhat made it possible for independent oversigt bodies you are governing to be more successful in the oversight of security sector than\u00a0 your colleagues in the region, or even many colleagues in Europe?<\/li>\n<li>\t\tWhat is an right success indicator of the oversight excercised by independent oversight institutions: individual case solved, greater number of citizen\u2019s complains, accepted recommendation, change of politics or legal acts, recognisability of the person that is on the head of the institution or&#8230;?<\/li>\n<li>\t\tWhat is the role of individuals that are\u00a0 leading independent oversight institutions in empowering institutions and strengthening the systems of democratic control and oversight over security sector?<\/li>\n<li>\t\tWhat are the main limitations and obstacles to independent oversight of security sector in Serbia today?
