The Law implies that by the end of May 2015, an estimate of 40.000 private security employees should get their work licenses. It remains unknown if training centers have been licensed, how many of them there are and whether they are licenced to conduct training courses. When it comes to oversight, the discussion will bring up the question of how the Ministry of Interior Affairs will exercise oversight and what will the priorities in the first year of implementation be.
