What are the advantages and disadvantages of this solution?<\/div>\n<\/li>\n<li>\n<div>\t\t\tAre the police powers of the BIA and the VBA the powers that can or cannot hinder the reform of the agencies?<\/div>\n<\/li>\n<li>\n<div>\t\t\tIs the joint monitoring center a rational solution?<\/div>\n<\/li>\n<li>\n<div>\t\t\tTo what extent is the monitoring and controling over the work of the security services possible?<\/div>\n<\/li>\n<li>\n<div>\t\t\tWhat should be supervised and controlled in the work of the security services?<\/div>\n<\/li>\n<li>\n<div>\t\t\tWhich institutional models and monitoring mechanisms have proven effective?<\/div>\n<\/li>\n<li>\n<div>\t\t\tWhat fits the needs the best, expert and\/or political control of security services?<\/div>\n<\/li>\n<\/ul>\n<div class=\"anterfile\">\t<strong>Due to the limited number of places, please confirm the presence by e-mail to\u00a0<a href=\"http:\/\/office@bezbednost.org\/\">office@bezbednost.org<\/a>\u00a0or by phone at 011 3287 226 no later than October 27 at 5 pm.<\/strong><\/div>\n<p>\t<strong><em>Event is supported by the Embassy of the Kingdom of the Netherlands through the project &#8220;<a href=\"http:\/\/bezbednost.org\/All-projects\/6072\/LEGASI--Towards-Legislative-Reform-of-Security.shtml\">LEGASI &#8211; Towards Legislative Reform of the Security and Intelligence System<\/a>&#8220;, within the MATRA program.<\/em><\/strong><\/p>\n<p>\tIn the framework of the \u201cLEGASI\u201dproject, BCSP has made efforts to address legislative deficiencies in regard to governance, competences, operational work and the control and oversight of the security services of the Republic of Serbia. To this end, BCSP has <a href=\"http:\/\/www.bezbednost.org\/All-publications\/6521\/Proposed-solutions-for-improving-the-legal.shtml\">proposed solutions<\/a> for improving the legal framework on the Serbian security and intelligence system, based on a <a href=\"http:\/\/www.bezbednost.org\/All-publications\/6263\/Analysis-of-the-Legal-Framework-regulating-the.shtml\">detailed analysis<\/a> by legal expert Prof. Bogoljub Milosavljevic. Moreover, BCSP has offered analysis of the <a href=\"http:\/\/www.bezbednost.org\/All-publications\/6584\/Slippery-Slopes-of-the-Reform-of-Serbian-Security.shtml\">main issues in the security services&#39; practice<\/a> in Serbia, as well as an insight into the experience of two EU countries (including the Netherlands) in regulating security-intelligence systems, and a comparative analysis of the Western Balkan region. Legislative proposals drafted during the project were discussed with representatives of security community, civil society and Academia, including undergraduate and <a href=\"http:\/\/www.bezbednost.org\/BCSP-News\/6329\/Reform-of-the-security-services-in-Serbia.shtml\">graduate students<\/a>, in <a href=\"http:\/\/www.bezbednost.org\/BCSP-News\/6301\/Serbia-needs-new-Security-Service-Law.shtml\">Belgrade<\/a>, Novi Sad, Novi Pazar and Ni\u0161.
