It will explore the role and capabilities of EU in crisis management from its emergence as an actor in the Balkans, to most recently, its engagement on the Horn of Africa &#8211; including the effectiveness with which those capabilities have been coordinated for coherent impact through the comprehensive approach. The conference is taking place in the heart of a region that has been, for better or worse, a laboratory for the EU foreign and security policy for almost three decades. This should provide an additional inspiration for stimulating discussions.\u00a0<\/p>\n<p>\tPaper proposals should tackle one or more of the following questions:<\/p>\n<ul>\n<li>\t\tWhat are the implications of the current global turbulence for the evolving role of the EU in the world?<\/li>\n<li>\t\tWhat does the EU crisis management and peacebuilding record so far tell us about civilian power Europe?<\/li>\n<li>\t\tHas the EU been able to successfully exploit its potential for civil-military synergies in crisis management?<\/li>\n<li>\t\tHas the comprehensive approach successfully delivered coherence between EU\u2019s capabilities in conflict prevention and crisis management?<\/li>\n<li>\t\tHow successful have the EU civilian missions been, especially in comparison with the military ones?<\/li>\n<li>\t\tShould we revise the concept of civilian power Europe to better match new reality and future needs of the EU to play a distinct role at the international stage?<\/li>\n<\/ul>\n<p>\tThe event will take place as part of the BSF, organized by Belgrade Centre for Security Policy, European Movement in Serbia and Belgrade Fund for Political Excellence. The Forum is the biggest international security conference in South East Europe and a unique event that combines top-level policy discussions and cutting edge scholarly research. More information can be found here: <a href=\"http:\/\/www.belgradeforum.org\/\">www.belgradeforum.org<\/a>.<\/p>\n<p>\tThis conference is organized in cooperation with the H2020 research project EU-CIVCAP: \u201c<a href=\"http:\/\/bezbednost.org\/All-projects\/6029\/EUCIVCAP--Developing-EU-CIVilian-CAPabilities.shtml\">Preventing and responding to conflict: developing EU Civilian Capabilities for a sustainable peace<\/a>\u201d. This three-year project is funded by the European Union\u2019s Horizon 2020 research and innovation programme (Grant Agreement: 653227). All submissions are required to include the applicant\u2019s CV (up to 2 pages) attached to his\/her paper proposal (up to 200 words). Submissions should be made electronically to <a href=\"mailto:academic@belgradeforum.org\">academic@belgradeforum.org<\/a>\u00a0with the subject line: \u201cCFP BSF 2017\u201d.<\/p>\n<p>\tThe deadline for submissions is April 30<sup>th<\/sup>, 2017. All successful candidates will be contacted by the end of May 2017. Incomplete applications will be excluded from our review. The organisers will financially support the travel and accommodation expenses of a limited number of participants on a needs basis.
