The discussion will be held at the Assembly of the City of Belgrade on Monday, November 16<sup>th<\/sup>\u00a0at 9 am.<\/p>\n<p>\tWith this discussion organizer intends to enable the exchange of opinions between state institutions\u2019 representatives, civil society organizations (CSOs) and interested citizens on the possibilities of the oversight of the reform of security sector. During the discussion special attention will be dedicated to improvement of transparency of state institutions in security sector, including the publicity of budgetary planning and spending, respect for the human rights of citizens and members of the armed forces as well as parliamentary control and coordination within the sector of security. Among the participants that have confirmed their participation is Commissioner for Pre-Access to Information of Public Importance, Citizen\u2019s Protector, members of the parliament coming from the ruling coalition as well as from the opposition, representatives of the CSOs, which oversee actively the reform of the security sector. Motive for the discussion is publishing of the first \u201cYearbook of the Security Sector Reform\u201d, jointly published by CCMR and publishing house \u201cDangraf\u201d.<\/p>\n<p>\tThe \u201cYearbook\u201d contains for the first time on one place reform indexes which evaluate the reform of the military, the police, intelligence services, institutions with policing competencies (customs administration, tax police and the Administration for the Prevention of Money Laundering), prisons, private security companies, as well as state and independent bodies in charge for monitoring and control of the aforementioned ones (National Assembly, judiciary, civil society organizations). The research covers the period from the October 5<sup>th<\/sup>\u00a02000, until the end of the 2008. Researchers of the Centre were, based on the two-year research, from publicly available data grading democratic civil control over the state institutions in the security sector, efficiency of human and material resources management and effectiveness of security sector.
