\tOnly through the cooperation of the police and other social actors on the local level can all the problems facing local communities be identified and solutions to address them developed. Therefore the partnership action plan is an integral part of community policing – a conclusion of the police training conducted by\u00a0<\/strong>BCSP\u00a0<\/strong>Director<\/strong>\u00a0Sonja Stojanovic<\/strong>\u00a0and<\/strong>\u00a0BCSP R<\/strong>esearcher\u00a0<\/strong>Sas<\/strong>a Djordjevic<\/strong>.<\/strong><\/p>\n

\t{image1}Police recognizes importance of action planning<\/strong><\/p>\n

\tThe development strategy through 2016 of the Ministry of Interior Affairs recognizes the importance of community policing as one of the key requirements for improving the security of individuals, communities, and countries.<\/p>\n

\tTherefore, the main objective of the training by BCSP – accomplished with the support of the OSCE Mission to Serbia – was to develop skills and knowledge of police officers in planning and implementing actions to improve community safety, as well as to design ten individual action plans to increase partnerships in community policing.<\/p>\n

\tThe trainees recognized the importance of joint action planning in the development of community policing and stressed that the hardest part of the job was \u201cfinding an appropriate model of cooperation between the different actors.\u201d In addition, they pointed out that the most important part of action planning was \u201cthe prevention of various crimes and misdemeanors.\u201d<\/p>\n

\tTo assist police officers in developing action plans, BCSP provided theory on and examples of successful action planning through lectures and workshops. At first, successful elements of action planning were determined, and then a panel discussed success stories in Serbia.\u00a0<\/p>\n

\tThe Safety Council of Valjevo presented the results of the \u201cTogether against Drugs\u201d project, which first targeted parents, showing them how to provide support to their children and teaching them about the negative consequences of using psychoactive substances. According to the representatives of the Council, the biggest problem in implementing the project was \u201creaching the parents and explaining the problem.\u201d Therefore, some workshops in Voljevo schools were attended by four parents, and some by more than 70. However, the representatives stated that \u201cthe goal of 120 parents attending the workshops was achieved.\u201d In addition to workshops for parents, the team from Valjevo organized the division of printing educational material on the topic. The fourth issue of the magazine treating addicts, \u201cCredo\u201d, and the council service organization for employees of the psychiatric services and volunteers of the \u201cDobri Ljudi\u201d became involved in the field of drug addiction treatment and prevention.<\/p>\n

\tAnother example of successful planning in Serbia, presented to police officers, was the \u201cOur action – our safe house\u201d project of the Safety Council from Becej. The Becej team worked on preventing domestic violence and drug addiction. This was done through six direct ratio and television broadcasts, and through the distribution of over 5000 brochures on domestic violence. The brochure was created to promote the direct phone number of the team from the Centre of Social Work in Becej, which before the promotion \u201cwas unknown to the Becej citizens,\u201d said a representative of the Security Council. The attendees of the discussion on the harmful effects of psychoactive substances included over 1000 students.<\/p>\n

\tPolice officers were most interested in developing cooperation with the civil society and other actors involved in implementing action. They followed the discussion on the successful results of action planning in Serbia; worked to develop concrete action plans through the analysis of the security situation in their local communities; identified problems, objectives, and actions for their plans; and calculated the human and material resources required to implement the plans.\u00a0{image2}\u00a0{image3}<\/p>\n

\tWhat are the next steps? <\/strong><\/p>\n

\tAll of the police officers from the 27 police departments are responsible for developing at least one action plan, which targets issues of domestic violence, robbery, hooliganism, and\/or drug abuse in their local community. After developing the plan, the Ministry of the Interior, in cooperation with the OSCE Mission to Serbia and BCSP, will select ten action plans to implement by the end of October 2012.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"
