This seminar was a joint initiative of three independent think-tanks specialised in security research: Belgrade Centre for Security Policy (BCSP), Kosovar Centre for Security Studies (KCSS), and Institute for Democracy and Mediation (IDM), within the three-year long project \u201eSecurity Research Forum Belgrade-Pristina-Tirana\u201c.<\/strong><\/p>\n<p>\tThe Summer School on Security Policy started with the sessions on concepts in security and security sector reform that included workshops on said subjects. During the workshops, participants divided into groups and analysed national security strategies and actors of security sector reform etc. After each workshop, there was a discussion on the results of group work. The Summer School also gave the participants the opportunity to learn and discuss the following topics: media reporting from conflict areas and qualitative and quantitative analysis of media coverage, Albanian experience of joining NATO, integration of Serbian policemen in Kosovo Police, as well as the regional security cooperation in the Western Balkans. The last session of the Summer School was dedicated to scenario planning; an analytical exercise in which the participants, combining a variety of factors and developed scenarios for future relations between Belgrade, Pristina and Tirana.<\/p>\n<p>\t{image2}\u00a0<strong>&#8220;We all agreed that we need to focus on economic relations. Although the 50% of participants projected stagnation in economic relations and progress in political dialogue, it is an encouraging fact that over 40% of participants believe that prosperity is something that we can all expect from the political and economic aspects of the region in the next 10 years&#8221;, said Milana Lazic, one of the participants of the Summer school.<\/strong><\/p>\n<p>\tThe participants of the Summer School agreed that the cultural, historical, and other differences among people will eventually be overcome, but they believe that it is unlikely that this will happen in the next decade. It is encouraging that none of the participants mentioned the possibility of war in the future. They agreed that there is no theoretical threat of war, given the lessons from the past.<\/p>\n<p>\tThe Summer School included a visit to the Office of the Mayor of Ulcinj and Ulcinj Police Department, during which participants had a chance to talk with the highest officials of this town about challenges of governance and public administration in multi-ethnic and border areas. The Summer School on Security Policy ended with a speech by the Norwegian defense attach\u00e9 Esben Aass and the diploma ceremony.<\/p>\n<p>\t<strong>&#8220;The summer school on security policy was a great and real opportunity to have an inner view on security issues from people working on daily basis in the field and related ones. I would rate the professionalism and preparation of speakers excellently due to the information provided and the discussions to which they invited us. Moreover, I am really satisfied with the contribution of the participants and notably, all of them were an added value to the summer school. Definitely after this summer school have more information and mostly have a more opened perspective towards the topic&#8221;, said Eni Mazniku, participant from Albania. <\/strong><\/p>\n<p>\t{image3}<\/p>\n<p>\tIn addition to lecturers from the organizers of the seminar, the Summer School included external lecturers, Predrag Vujicic from RCC, Abit Hoxha , Marc Jungblut and Katsiaryana Stalpouskaya from the Ludwig Maximilian University in Munich, and D\u017eenita Br\u010dvak from CEDEM, Montenegro. Throughout the Summer School, the focus was on interactivity of the sessions, so participants had the opportunity to ask questions, \u00a0share their thoughts and ideas, and to discuss a variety of topics with each other, as well as with the lecturers. Despite the fact that the participants have had some conflicting opinions, the Summer School has proven that through dialogue and mutual respect all differences and opinion conflicts can be settled in a peaceful manner.<\/p>\n<p>\tAll the participants of the Summer School pointed out that the seminar met or even exceeded their expectations.<\/p>\n<p>\t<strong>&#8220;Impressions from the school are outstanding. Participants were great and we all functioned as a team. As the most interesting lecture I would mention the discussion on the future security situation in the region until 2025.
