{"id":20993,"date":"2018-02-12T00:00:00","date_gmt":"2018-02-11T23:00:00","guid":{"rendered":"https:\/\/bezbednost.org\/all-countries-of-western-balkans-are-captured-states\/"},"modified":"2020-07-21T20:09:47","modified_gmt":"2020-07-21T18:09:47","slug":"all-countries-of-western-balkans-are-captured-states","status":"publish","type":"post","link":"https:\/\/bezbednost.org\/en\/all-countries-of-western-balkans-are-captured-states\/","title":{"rendered":"All countries of Western Balkans are \u201ecaptured states&#8221;"},"content":{"rendered":"<p>\t<strong>The credible promises made by the European Union towards the countries of the Western Balkans to expect membership in the Union are good and encouraging, but it would also be necessary for the countries in the accession process to turn to the real building of a democratic society, and not just fulfilling of formal conditions, highlighted the Director of the Belgrade Centre for Security Policy Sonja Stojanovic Gajic at the debate \u201cThe New EU Enlargement Strategy: Imagining the Balkan Futures\u201d held on 25 January 2018, in the EU Info Center in Belgrade.<\/strong><\/p>\n<p>\tAll countries of the region which are on a path towards EU could be characterised as \u201ecaptured states\u201c like Macedonia, which could help identifying real problems in the society and politics and could further help in resolving these problems, was stated by some of the participants of the discussion.<\/p>\n<p>\tBCSP Director\u00a0said that it is a good thing for EU to bring the plans now, after which they will come out with a concrete enlargement strategy of EU for Western Balkans. Both, the offer and the promise about enabling the countries in the region to take part as observers on different forums on which EU countries decide about key issues in their policies, is a good thing.<\/p>\n<p>\t\u201eWe promoted that primarily in the security sector, because EU cannot be secure without talks with the Balkan\u201c, she said.<\/p>\n<p>\tSonja Stojanovic Gajic assessed that particular significance is in the negotiations on chapters 23 and 24, and that the former approach doses not work well, being that it leads to solving individual issues on a formal level, while in reality you can see democracy retrograding.<\/p>\n<p>\t\u201e It would be a good thing for the enlargement strategy to use the term that was used in Macedonia- that all countries in the region are captured states, which menas that official institutional processes are not being used for public and social good, but for narrow and parcial benefits.\u201c, she said while speaking about the state in Serbia, Bosnia and Herzegovina and in Kososvo.<\/p>\n<p>\tIt means \u201ecapturing\u201c the security institutions, intelligence services, which are used for monitoring not only criminals, but also political adversaries and memebers of civil society, she continued. \u201eIn Serbia, we have a strategy of of nonacting, not-doing\u201c, she said while remainding on the refusal of the state to respond on citizen\u2019s calls during the night time demolition in Belgrade\u2019s Savamala.<\/p>\n<p>\tBesides the BCSP Director, speakers at the event included Alexander Jung, Minister Counsellor Deputy Head of Mission at the Embassy of the Federal Republic of Germany, Igor Bandovic, Senior Programme Manager at the European Fund for the Balkans, and Adnan Cerimagic, Analyst from the European Stability Initiative.
