Participants concluded that the EU shifted to a more pragmatic approach and improved its crisis response capacities, but that it needs to learn from both successes and failures more quickly. It was agreed that the local has to be included on different levels, but with re-examining what \u2019local\u2019 means.<\/p>\n<div class=\"anterfile\">\t<strong>\u201cThe term local has become a buzzword in policy and academic circles in recent years, with an emphasis on local participation, local buy-in, local legitimacy etc. But where and what is the local, and how do outsiders access it?\u201d Roger Mac Ginty, Professor at Durham University pointed out.<\/strong><\/div>\n<div class=\"anterfile\">\t<strong><em><a href=\"https:\/\/www.youtube.com\/watch?v=MFe1uZ2WBOE\">First <\/a>and <a href=\"https:\/\/www.youtube.com\/watch?v=sW4ZGwh97gg\">second<\/a> part of the Academic Event are available on YouTube.<\/em><\/strong><\/div>\n<p>\tEU\u2019s main emphasis was on institution and capacity building and short term security, rather than ensuring lasting results and long term-stability, <strong>Senior Researcher at <a href=\"http:\/\/www.eunpack.eu\/about-us\/participants\/norwegian-institute-international-affairs-nupi\">NUPI<\/a> <a href=\"http:\/\/www.eunpack.eu\/about-us\/team\/pernille-rieker\">Pernille Rieker<\/a><\/strong> underlined. However, actions have shown that the EU is willing to adapt, Rieker added. <strong><a href=\"http:\/\/www.eunpack.eu\/about-us\/team\/morten-b%C3%B8%C3%A5s\">Morten B\u00f8\u00e8s<\/a>, Research Professor at NUPI<\/strong> also warned that the EU must stop using a \u201ctop-down\u201d approach. It must find a better way of transferring knowledge from the ground back to Brussels, B\u00f8\u00e8s said closing the Academic Event.<\/p>\n<p>\tAfter the event, young researchers had the chance to talk about their career paths and receive advice from more experienced colleagues at the <strong>Method Caf\u00e9. <\/strong><\/p>\n<p>\t<em>Academic Event at the Belgrade Security Forum is part of the <a href=\"http:\/\/www.eunpack.eu\">EUNPACK<\/a> project, that has received funding from the European Union\u2019s Horizon 2020 research and innovation programme under grant agreement no.: 693337.
