The initiative arose because only a joint effort of civil society organizations can successfully advocate for greater participation of citizens and civil society in the creation and implementation of security policy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In September 2007, BCSP launched an initiative to bring together a Network of National and Local Civil Society Organizations and Experts Interested in Security Issues.
