These local partners will serve as regional focal points, as they cover four regions in Serbia: Sloboda nema cenu (Novi Sad), Committee for Human Rights Niš, Pokret Tvrdjava Smederevo and Libergraf Užice.

Through citizen-led monitoring, public reporting, and evidence-based advocacy, the project will expose unlawful practices and promote accountability at both local and national levels. Key outputs include annual Security Almanacs, public opinion surveys on trust in institutions and safety, real-time Security Alerts on malpractice and abuses, and a practical handbook on citizens’ rights and safeguards. These tools will provide reliable data and accessible knowledge to inform public debate and institutional reform.

A strong emphasis is placed on empowering civil society actors, activists, journalists, and human rights defenders across Serbia. By delivering national and regional trainings, providing legal and digital security support, and strengthening a translocal network of organisations, the project seeks to enhance the capacity of civic actors to safely monitor the security sector and defend democratic space, particularly outside Belgrade.

Finally, the project actively engages citizens through innovative and inclusive formats such as a national Citizens’ Assembly, local public events, and a regranting scheme for grassroots initiatives. By fostering dialogue, awareness, and participation at the community level, the action contributes to rebuilding trust, revitalising local security councils, and reinforcing democratic resilience in Serbia over the long term.

This project is largely financed by the European Union.
