{"id":17031,"date":"2016-06-22T00:00:00","date_gmt":"2016-06-21T22:00:00","guid":{"rendered":"https:\/\/bezbednost.org\/publikacija\/analysis-of-the-legal-framework-regulating-the-security-and-intelligence-system-of-the-republic-of-serbia\/"},"modified":"2023-04-03T11:40:45","modified_gmt":"2023-04-03T09:40:45","slug":"analysis-of-the-legal-framework-regulating-the-security-and-intelligence-system-of-the-republic-of-serbia","status":"publish","type":"publikacija","link":"https:\/\/bezbednost.org\/en\/publikacija\/analysis-of-the-legal-framework-regulating-the-security-and-intelligence-system-of-the-republic-of-serbia\/","title":{"rendered":"Analysis of the Legal Framework regulating the Security and Intelligence System of the Republic of Serbia"},"content":{"rendered":"<p>The publication presents:<\/p>\n<ul>\n<li>how is each of the Serbian security services organized, its jurisdictions and authorizations;<\/li>\n<li>what is the legal framework for monitoring and control over the services, as well as the responsibility for lawful and proper operations;<\/li>\n<li>the ways in which their work should be guided, harmonized and coordinated;<\/li>\n<li>how are relations between services and entities that manage the intelligence and security system legally regulated.<\/li>\n<\/ul>\n<p>The study consists of three sections.<\/p>\n<p>The first section provides an overview of the current situation and the important features of the legal regulation of the security-intelligence system.<\/p>\n<p>The second section provides basic findings concerning main institutes and important decisions relating to this system, while the third section provides a special emphasis on the gaps in some decisions that ought to be eliminated.<\/p>\n<p>In addition, the study outlines two priority issues in this field: the drafting of a new basic law on the regulation of the security services and the drafting of a new law on Security Information Agency (BIA).<\/p>\n<p>Publication of this study was kindly supported by The Embassy of the Kingdom of the Netherlands in Belgrade, in the framework of the project \u201c<a href=\"http:\/\/bezbednost.org\/All-projects\/6072\/LEGASI--Towards-Legislative-Reform-of-Security.shtml\">LEGASI &#8211; Towards Legislative Reform of Security Intelligence System<\/a>\u201d.
