The book “Model Laws on Security and Defense”, published by the Centre for Civil-Military Relations, was presented to the public on May 30, 2006, in the Centre. The book contains five model laws in the field of defence and security of the State Union of Serbia and Montenegro, such as Model Law on Civilian Services, Model Law on Supreme Defence Council, Model Law on the method of determining and handling classified information and the Model Law on Private Security Related Services, as well as Working Paper on Democratic and Civilian Control of the Army. 

The book was presented by its authors Professor Miroslav Hadžić, Professor Bogoljub Milosavljević, as well as Lawyer Goran Dolović. During his elaboration, Professor Hadžić emphasised that, bearing in mind the current situation in our country, it was a right moment to regulate legislation concerning the security and defence issues. The guest of the promotion, Douglas Wake, Deputy Head of OSCE Mission to SCG, spoke about the activities of OSCE in the process of democratization of Serbia and Montenegro. Ambassador Gregor Zore, from the Geneva Centre for the Democratic Control of Armed Forces, showed the necessity for establishing legal framework in the field of security and defence. 

The representatives of the OSCE Mission to SCG, Ministry of Defence, National Assembly, Institute of Comparative Law, ISAC Fund, the researchers from the Belgrade School of Security Studies, as well as the media representatives participated in the promotion. The entire project was implemented in cooperation and with the support of the Geneva Centre for the Democratic Control of Armed Forces.
