Press ReleaseSaopštenje:

Appeal to Colleagues in the Security Sector: Stand with the Constitution and the Law, Not Political Will

We, the undersigned, call on all our colleagues in the police and the security services to remain faithful to the Constitution, the law and their professional duty at this moment of deep political crisis.

Our legal obligation is to protect citizens and serve the state, not political parties or individuals. No political interest, order from a superior, or pressure from the authorities can justify breaking the law. Each of us is personally responsible for our actions. We are equally responsible when we knowingly fail to act where we have a duty to prevent or punish unlawful conduct. Official position and powers are no excuse for abuse. They are an obligation to act in the public interest.

Free and fair elections require institutions that protect the electoral will of citizens instead of the interests of those who want to stay in power. On election day, your duty is to prevent violence, voter intimidation and electoral abuse. After the polling stations close, you are obliged to protect the integrity of the electoral process, ensure that the results are determined lawfully, and respond to any attempt to change them unlawfully. If there are post-election tensions, you must act impartially, prevent violence and protect citizens’ right to peaceful assembly. The law must apply equally to everyone, whatever their political affiliation. The institutions you belong to must not become a tool for holding on to power at any cost or for settling scores with political opponents.

In the coming days, both the professionalism of institutions and the personal integrity of their employees will be tested. Each of you will have to decide whether to act in line with the law and your own conscience or to let political pressure push you into betraying your duty. Serbia must come out of this crisis by peaceful and democratic means. That responsibility lies not only with political actors but with everyone who has the authority and power to enforce the law, protect citizens and prevent the abuse of institutions.

We support the initiative of CEPRIS and “Defence of the Profession” (“Odbrana struke”), which calls on prosecutors and judges to recognise, at this decisive moment, the responsibility they took on when they chose their professions. These elections could be the most significant in Serbia since the restoration of the multi-party system.

The history of political crises shows that institutions can be the last barrier against arbitrary rule but also its most powerful tool. The choice lies with the people who work in them.

We call on each of you to make that choice in favour of the Constitution, the law, and the citizens you have pledged to serve.

Anyone who cares about peace and the rule of law can also support this appeal.

The appeal was initiated by the Integrity Network of the Belgrade Centre for Security Policy.

Support this appeal by filling in this form.
