This paper aims to assist all stakeholders to the Brussels Agreement to work effectively toward a positive outcome in northern Kosovo, but also to prepare for contingencies.

The latest issue of Collection of Policy Papers propose answers on building safe community in Serbia, the position of the police in the new Criminal Procedure Code, and the role of ethics in policing.

Considering that no research on this matter has been conducted in Serbia, this paper is pilot research and its intention is to encourage further research on this matter and other related issues.
