One of the most effective ways to increase citizen participation in defining and monitoring public policies is to involve citizens in the budget process - in the phases of creating, implementing and monitoring the budget, which is the most important annual political document.

Low level of participation of citizens and civil society organizations in the field of fiscal policy, lack of serious civic initiatives in this area and their disregard by political decision makers, lack of civic control in the phase of spending budget funds, budgets that insufficiently reflect real needs of the citizens, corruption, which is a logical consequence of the lack of serious control, are the key challenges due to which the Coalition for Supervision of Public Finances was formed in 2005.
