This policy brief analyses the existing institutional and procedural landscape for exchange of operational information and police cooperation between Serbia and Kosovo, with a view to proposing a model for establishing more effective direct cooperation between the two police forces.

As long as the power is in the hands of political parties, we can not expect effective control and efficiency of the security services or resolving political murders and serious reform of the security sector, concluded the President of the Executive Board of Belgrade Centre for Security Policy Miroslav Hadzic on the Radio Belgrade talk show "Talasanje".

Characteristics of gender-based discrimination in the security sector were the subject of presentation held by BCSP Director at the seminar entitled "Towards effective and sustainable mechanism of trustworthy person", organized on 11. and 12. December 2013. at the House of Guards in Topcider.

During the last couple of decades, civil society organisations have became actors in the security sector. Good governance of the security sector is not only effective exercise of the economic, political and administrative competences of government, but also requires the involvement of non-statutory actors in the control and oversight of state institutions.

Since it emerged from the donor and academic communities in the 1990s, the concept of Security Sector Reform (SSR) has been through numerous transformations. SSR can be defined as "the process through which security sector actors adapt to the political and organizational demands of transformation." The aim of SSR is "the efficient and effective provision of state and human security within a framework of democratic governance."
