    The Ministry of Interior (MoI) allocates about 3 million euros per year to The Academy of Criminalistic and Police Studies (KPA), but a small number of graduates is employed in the police force. The analysis deals with the question of how expedient it is to allocate funds to finance the KPA when the MoI does not employ the personnel trained at it.

    The case study applies "PRO-CURE" methodology to analyse performance of expenditures for equipping the traffic police at the local level. The author particularly questions the difference between the proclaimed strategic priorities of the Ministry of Interior and its annual procurement plans, as well as the the distribution of the burden of financing the traffic police between Ministry of Interior and local governments.

    Private security companies (PSCs) in Serbia have been active since the early 1990s. PSCs fall under the category of non-state actors authorised to use force. It is estimated that these companies today employ between 20 and 60 thousand people in Serbia.
