Participants concluded that it seems like legal solutions are adopted taking into account international conventions, in order to demonstrate democratic progress and development to the international community, however, adopted solutions are rarely implemented in practice.

Special measures for covert data collection infringe upon fundamental rights and therefore it is vital that they are implemented only under the circumstances defined by law. To this end, it is necessary to establish a comprehensive external oversight of implementation of special measures is. BCSP’s research team has now compiled a handbook to support that process.

The book combines the papers prepared by the researchers and associates within a project on the "Protection of Human Rights in the Army and the Police of the FR of Yugoslavia". The whole project, including the publishing effort, was implemented with the support of the Westminster Foundation for Democracy, London and Freedom House, Budapest.
