Presentation of the publication “Lessons Learned: Serbia and Slovakia in the processes of security sector reform and Euro Atlantic Integration”, co-organized by the Centre for Civil-Military Relations, Belgrade, and Centre for European and North Atlantic Affairs, Bratislava, was presented on Monday, December 15th, in the Library of the Centre for Civil-Military Relations.
Deputy Chief of Mission of Slovak Republic to Serbia, Jan Psenica and Mihajlo Basara, Director of the MoD Institute for Strategic Studies, were kind enough to provide opening remarks on the value of this, and similar projects. Marko Savkovic and Zorana Atanasovic followed, by presenting their contributions: Marko spoke on the “Emergent Concept of National Security Policy in the Republic of Serbia”, paper co-authored with Filip Ejdus, while Zorana examined the public's attitude towards Euro Atlantic integration.
On the second day of the programme, a panel discussion was organised, in order to determine whether experiences of Slovak Republic, as one of the CEE countries which has successfully concluded the process of internal democratisation and integration into a broader Euro Atlantic community are indicative for Serbia.
Both Vladimir Tarasovic and Elemir Necej (CENAA) agreed that years following the downfall of Meciar's regime were of paramount importance for establishing a security system in Slovakia. Reform initiatives were endangered until proper legal framework was established, however, and this state continued until Slovakia became a full-fledged member of EU and NATO.
Filip Ejdus said how any “copy-paste” initiative in this regard is doomed to fail, and that, although there are similarities, differences still remain. Slovak Republic is not burdened by the legacy of conflict, that constitutes one of the greatest obstacle to consolidation of democracy in Serbia.
