Prisons should be ‘safe places’; there should be no riots and escapes, and should not be a places to plan or commit criminal offences. The situation in Serbia, however, does not meet these requirements, as will be shown below.

The book combines the papers prepared by the researchers and associates within a project on the "Protection of Human Rights in the Army and the Police of the FR of Yugoslavia". The whole project, including the publishing effort, was implemented with the support of the Westminster Foundation for Democracy, London and Freedom House, Budapest.

Considering that no research on this matter has been conducted in Serbia, this paper is pilot research and its intention is to encourage further research on this matter and other related issues.

In this text BCSP researcher Zorana Brozovic presents the development of interest for gender mainstreaming and gender analysis, concrete steps in the implementation of this analysis, and the most significant theoretical-methodological approaches to gender analysis.
