Panel discussion: “Citizens in uniform: police unions in Serbia and their role in protection of safety”
The Belgrade Centre for Security Policy and the Belgrade Centre for Human Rights are organizing a panel discussion on the work of the police unions in Serbia and the results of their dialogue with the Ministry of Interior (MoI) on Monday, 31 January 2010, starting at 11:00hrs in Hotel Balkan (Prizrenska street 2, Belgrade).
“We cannot get into Europe if we are unskilled and barefoot”, was the message that police unions in Serbia submitted when announcing a general strike in November 2010.
Last year however, three steps were made to improve the economic and social status of police officers in Serbia. The special working group within the MoI was formed with the aim to participate in negotiations with police unions. On 12 November last year police officers remained at work respecting unions’ decision to freeze the strike. Police officers were given the status of “citizens in uniform”. This was stated in the draft of the “Strategy for MoI 2011-2014“, confirming the view that all police officers regardless of the uniform and their profession are entitled to inalienable rights and freedoms.
With this panel discussion we want to continue the debate on the importance of human rights of employees in the police. The debate will be opened by Bogoljub Milosavljevic, Professor at the Law Faculty of University Union, presenting on the concept of “citizen in uniform”. Representative of Ministry of Interior (TBC) and Veljko Mijailovic, President of the Police Union of Serbia, will speak on their experiences in the dialogue. Marko Milosevic, a Researcher at the Belgrade Centre for Security Policy, will speak on the importance of “whistle-blowers” in the police. Pavle Hedjesi, the Chairman of the Executive Board of the Independent Police Union of Serbia will describe everyday problems of policing. Rajka Vukomanović from the Ministry of Labour and Social Policy will elaborate Ministry’s involvement in collective negotiations.
The panel discussion is part of the project „Fostering Civil Society Involvement in Police Reform”. Project is supported by the OSCE Mission to Serbia, embassy of the Netherlands in Serbia and the Centre for Democratic Control of Armed Forces from Geneva (DCAF).
