Disclose accountable for violations of the Law on Police

Belgrade Centre for Security Policy (BCSP) demands from the Ministry of Interior (MoI) to discover and punish those accountable for employement of 400 members of the Gendarmerie that were not submited to security checks.

The Ministry of Interior must determine and inform the Serbian public whether the irregular employment practice in the Gendarmerie is a reflection of the situation in the entire Police.

Data presented in the media by the Gendarmerie commander Milenko Bozovic suggest that the Ministry of the Interior violated the Law on Police by not performing security check of candidates for employment in this elite unit, which is a necessary step defind by Article 110 of  the Law.

The cause of this omission is under developed system of supervision and control of employment in the Ministry of the Interior.

An additional problem lies in fact that, according to the Law on Police, open call for vacancies is not required for admission of police officers (Article 112). As a consequence, there is no developed system of external and internal advertising of vacancies in the Ministry of the Interior, which creates risks of corruption and criminalization in the police.

Security forces must treat all citizens equally, act in accordance with the law and strictly follow service regulations during any intervention.
