Pandemic in the Captured State

Belgrade Centre for Security Policy invites you to the online discussion on how crisis management during the COVID-19 pandemic contributed to capturing the state. The event will be organized on June 15 at 4 pm (CEST) / 10 am (ET).

The COVID-19 pandemic brought still incalculable global consequences for human health and life. It also posed a great challenge to the world economy, international relations, multilateralism and the essential values and principles on which the ideal of modern civilisation is based – freedom, solidarity, justice and equality. Serbia was not immune to the virus of anti-democratic tendencies that spread together with the biggest global crisis since the Second World War. On the contrary, the crisis has affected the further dissolution of institutions, the cultivation of corruption and organised crime, the preservation of the partocratic system and the increase of social divisions.

Researchers at the Belgrade Centre for Security Policy (BCSP) analysed how statements, messages and general narratives of the Serbian authorities during the fight against the COVID-19 pandemic contributed to the state capture. They presented their findings in an analysis “Covidocracy – Analysis of Narratives About the COVID-19 Pandemic in the Function of Capturing the State”.

How has crisis management contributed to strengthening the autocratic authority and violating the basic principles of the balance of power? Why is the spoken or unspoken word a mirror of the state of the rule of law in Serbia? How has crisis managers communication affected the health system? What communication techniques did the government use, and what goals did it want to achieve with them? What are the consequences of established communication models during a state of emergency, how can they be changed?

From the virtual 3D BCSP studio, these questions will be answered by:

  • Jelena Pejić Nikić, Senior researcher, BCSP
  • Zoran Radovanović, Epidemiologist
  • Vladimir Milutinović, Author of the book “Pouring the Truth”

Moderator: Vesna Radojević, Journalist, KRIK

Welcome remarks: Igor Bandović, Director, BCSP

The working language is Serbian, and translation into English is provided.
