Ministry of Interior urgently to inform the public about the situation in the Gendarmerie
Belgrade Centre for Security Policy (BCSP) requests from the Ministry of Interior (MoI) and Internal Affairs Sector (IAS) to inform public about the measures implemented for effective control of Gendarmerie and what results have been achieved in this field.
The lack of effective control in Gendarmerie jeopardizes security of citizens and the state of Serbia since it is the most numerous special police unit that has specific training and the nature of work different from the rest of the police (part of the militarized police).
Against members of Gendarmerie were initiated 58 disciplinary procedures since the begining of 2013, of which 36 are for criminal or misdemeanor offences commited outside working hours. The most of reports include violations of public order and traffic offences, but also affairs that have diminished public confidence in Gendarmerie weren’t resolved yet. This became apparent scale of the problem of the lack of control in the Ministry of Interor, on which BCSP is worning about for years.
That the situation in the Gendarmerie is very bad became clear since April 2011, and since then affairs are constantly occuring. The public still don’t know whether the former commander of Gendarmerie Bratislav Dikic eavesdropped his colleagues, because commision which was formed to investigate this case, didn’t inform public about the results. Further, in March 2012. the media reported that the IAS has initiated an investigation against brother of the former commander of the Gendarmerie, Dragan Dikić for criminal activities. Supposedly the IAS made a report on the illegal activities of members of the Gendarmerie which was submitted to the Nis prosecution, but on further steps regarding this report, the public is not aware of.
Beside that, the adoption of bylaw which would define activities incompatible with the work of the police and the requirements for performing work outside of regular hours has delayed for two years. The media announced that the members of the Gendarmerie are those which are connected with the security of nightclubs, or racketeering same, and that such activities incompatible with policing they performe outside working hours. Ministry of Interior on the subject so far has not publicly declared.
It is not clear what is the Department for control of the legality of work in the Gendarmerie doing regarding all these cases.
It's about time that the MoI and IAS reveal to the public what is the problem in the Gendarmerie and how is it going to be solved.

The Belgrade Centre for Security Policy (BCSP) strongly urges the Ministry of the Interior of the Republic of Serbia to immediately cease the excessive and unlawful use of force against peaceful demonstrators. Security forces must treat all citizens equally, act in accordance with the law and strictly follow service regulations during any intervention.

We call for an immediate, independent investigation into all reported incidents. These events are part of a broader security context in which the police are increasingly failing to fulfill their primary role—protecting citizens and upholding the rule of law.
