Luka Glušac

President of the Executive Board

Luka is a research fellow at the Institute for Philosophy and Social Theory at the University of Belgrade. Prior to this he had spent nine years working at the Secretariat of the Serbian Ombudsman’s Office. In 2018 he worked at the Office of the UN High Commissioner for Human Rights in Geneva. He has been a member of the BCSP Executive Board since February 2019, and in January 2024 he became the President of the BCSP Executive Board.

He received his doctorate from the Faculty of Political Sciences, University of Belgrade, having previously completed a master’s degree at the same faculty and undergraduate studies at the Faculty of Security Studies, University of Belgrade. He has also graduated from the Diplomatic Academy of the Serbian Ministry of Foreign Affairs.

Luka has published around twenty academic and professional articles, in both Serbian and English, most recently in the Journal of Regional Security, Philosophy and Society, the Netherlands Quarterly of Human Rights, the Journal of Human Rights Practice, The International Journal of Human Rights and the European Journal of Law Reform. His current research focuses on independent government institutions, including their role in control of the security sector.

During 2019 and 2020 he was a non-resident fellow at the Rethink.CEE Fellowship of the German Marshall Fund of the United States. As part of the fellowship programme he authored a policy paper entitled, “Strengthening Ombudspersons in Central and Eastern Europe”.
