Hooliganism: how to respond to the security challenge?
This year, in cooperation with the Center for Peace and Democracy Development (CPDD), BCSP has decided to contribute to the Belgrade Security Week by organizing a panel discussion over the issue "Hooliganism: how to respond to the security challenge?". Panel discussion is due to begin on November 1, 2011, at 4 p.m. in the Cultural centre "Grad" (Brace Krsmanovic street 4, Belgrade).
After the first Belgrade Security Week (BSW), held in 2010, brought together more than 20 civil society organizations, this year, from October 27 to November 3, interested public will again have the opportunity to discuss issues of security policy. BSW is an initiative of several civil society organizations that was launched in order to help citizens understand and engage in contemporary debate on security issues, while being concerned with bringing together different stakeholders.
Since 2000, deaths of seven people in Serbia were caused by hooligan violence. Riots at sporting events have been brought into the mainstream, and widely discussed during the last two years in political and academic circles. 2010 incidents in the stadium “Luigi Ferraris” in Genoa, in conjunction with the incidents during the Pride Parade last year show how important it is to discuss causes of hooliganism and state failure to address it. In the meantime, sport continues to produce serious “dose” of insecurity. Reported incidents are not just random and isolated acts of violence, but constitute a part of various criminal activities. During the session, panelists Jovana Vlaškalin (CPDD), Nebojša Jelić (CPDD), Saša Djordjević (BCSP) and Marko Savković (BCSP) will try to answer following questions:
1) What are the causes of violence? What are its consequences? Who are the agressors and who are the victims?
2) How to suppress violence at sporting events: practical experiences in Bosnia and Herzegovina
3) How did the police change its role in preventing violence at sports events?
4) How can a fan be different to a hooligan: alternative ways of combating violence in football
