BCSP researchers were learning on performance audit
Definition of terms relevant to performance audit of public procurement and process of planning of procurement were some of the topics on which the BCSP team discussed with the Deputy Director of the Public Procurement Office Danijela Bokan.
Deputy Director of the Public Procurement Office explained the BCSP team the meaning of terms relevant to the assessment of the performance audit, such as the revision of business and regularity of business operation audit.
“How much business fits its purpose can be estimated by measuring if the funds are being spent in accordance with the 3 E – efficiency, economic efficiency and effectiveness. In addition, it should be estimated how the spending of funds is in accordance with the planned objectives. The business can be properly and in compliance with all regulations, but that does not necessarily mean that it will earn a passing evaluation on performance audit. On the example of public procurements it means that their essential control is not in respecting the procedures and formalities, but if the procurement was necessary and whether it achieved its purpose”, emphasized Danijela Bokan.
Bokan explained the BCSP team the process of planning of public procurements. She noted that each organization on an annual basis should reexamine their needs and that after compiling proposals of procurement follows its alignment with the financial plan.
“In Serbia, there is no culture of strategic planning, and even if there is, it is on the general level, unclear and non-transparent. The weakest link in the system of planning of public procurement is cooperation between financial and procurement services. In the procurement plan should not be found anything that it is not provided in the financial plan”, noted Bokan.
Deputy Director of the Public Procurement Office pointed out that the performance audit is new area on which there is not enough theory or practice. For this reason, BCSP researchers assessed the training as very useful for their future work in researching the area of public procurement.
“The training drew my attention to the problems that occur in parts of the process of planing the public procurements, primarily in the relations between internal instances when determining needs, but also external demands and real time constraints that negatively affect the economic efficiency, efficiency and effectiveness of procurement planning. Such a systemic approach to the study of the planning process is essential because it reveals the weaknesses and risks relevant for the monitoring of public procurement process”, said BCSP Researcher-Associate Vladimir Erceg.
