Civil-military relations in Turkey
The influence of military on Turkish politics and society was the subject of a lecture for researchers and interns of the Belgrade Centre for Security Policy held by Esra Dogan, BCSP guest researcher.
In this lecture Esra Dogan wanted to point out the connections between the political and military structures in Turkey since World War II until today, through an examination of the influence of the military over the political developments and social transformation in the country.
“The civil-military relations in Turkey can be characterized as a relationship with ups and downs within numerous conflicting conjectures. Up until recently it was defined by the overall dominance of the military over the Turkish politics and society”, said Dogan.
Dogan pointed out the fact that the Turkish military for long had a dominant power over politics, by analyzing military coups that happened in Turkey in 1960, 1971, 1980. and 1997. She pointed out that in the last ten years there has been a significant decline in its power for two reasons-because of the policy of the Justice and Development Party and the EU integration process.
“In order to meet EU`s Copenhagen criteria and start membership negotiations, Turkey passed a number of reforms to strengthen the civilian control over the military”, pointed out Dogan.
Dogan said that public opinion in Turkey today is divided between those who favor the military and those who give priority to civil institutions.
