Are we for or against quotas in the security sector of Serbia?

On June 7, adviser for gender equality in the Spanish Armed Forces and representatives of the Ministry of Defense of Slovenia will speak on the advantages and disadvantages of introducing quotas in the security sector. Also, on the matter of quotas for the admission of women to police and military education, will speak the representative of the International Association of Women Police Officers in Serbia. Event will take place at the premises of the Belgrade Centre for Security Policy (Gundulićev venac 48, Belgrade).
Security sector in Serbia is traditionally dominated by men. In recent years, this trend is changing partly due to the quota system. Any quota is determined by the minimum number of women who should be represented in the institutions of the security sector. In Serbia, quotas are set for admission of women to education and training in the police and the arned forces, except for the training of female professional soldiers.
The percentage of women admitted to Military Academy of Serbia is adjusted to the needs of the General Staff of Serbia and ranges from 17.3% to 21.66%, while the quota for the admission of women to the Criminal Police Academy and Centre for Basic Police Training in Sremska Kamenica stays fixed at 25%. With the existence of quotas, women were handed the opportunity of employment in these institutions much more than they were before, prior to 2000.
On the other hand, the application of of this method is not without drawbacks. Quotas impose the maximum number of positions that women can occupy, thus in fact limiting their chances for enrollment and employment.
