The trend of politicization of the security-intelligence services has visibly advanced in Serbia. What can Serbia use from the experiences of North Macedonia and Montenegro in security-intelligence services reform to reverse this trend is the main topic of the discussion organised by Belgrade Centre for Security Policy (BCSP) on Friday, 20 December 2019 at 11am, at Media Center (2nd floor, Terazije 3, Belgrade).

Following questions will be in the focus of the discussion:

  • Do we know the boundaries between the security-intelligence services and the ruling party in Serbia?
  • Is the “Macedonian scenario” in security-intelligence services reform suitable for Serbia?

          – What would be the results of the relocation of the surveillance capacities from the security-intelligence services to a separate body?

          – Would putting mobile surveillance equipment under control have any effect?

          – What would it mean to revoke police powers from members of security-intelligence services?

          – Is the lustration of security-intelligence services possible?

  • Is the “Montenegrin model“ of introducing new security-intelligence services personnel appropriate for Serbia?
  • Why are the already non-transparent security-intelligence services in Serbia and Montenegro additionally closing to the public?
