The Law on Private Security in practice
The aim of the discussion is to introduce the public with accomplishments and problems in the implementation of the Law on Private Security. The event will be organized on the 31st of March, starting at 11am at the Media Centre in Belgrade.
Even though the Law on Private Security was adopted 14 months ago, the necessary subordinate legislature on the matter is still missing. The Law implies that by the end of May 2015, an estimate of 40.000 private security employees should get their work licenses. It remains unknown if training centers have been licensed, how many of them there are and whether they are licenced to conduct training courses. When it comes to oversight, the discussion will bring up the question of how the Ministry of Interior Affairs will exercise oversight and what will the priorities in the first year of implementation be. In addition, we will look into the role of state organs responsible for performing oversight.
Panelists will be:
- Karin Wagner, Senior Governance Adviser, OSCE Mission to Serbia
- Marko Milošević, Belgrade Centre for Security Policy
- Representative of the Ministry of Interior (tbc)
- Aleksandar Lakatuš, Polar Security
- Dragiša Jovanović, Center for education, Chamber of Commerce and Industry
- Predrag Petrović, Belgrade Centre for Security Policy, moderator
