    The project “Resisting Repression, Advancing Reform: Building a Civic Platform for Security Sector Accountability in Serbia” aims to strengthen democratic oversight, transparency, and citizen participation in the governance of Serbia’s security sector. This comes as a response to degrading standards of security sector governance over the past decade, as well as to the growing repression against the backdrop of mass civic protests since late 2024. At a time of growing politicisation of police and security institutions and shrinking civic space, the project seeks to ensure that security is treated as a public good, accountable to citizens and grounded in respect for human rights and the rule of law.

    This project supports democratic resilience and good governance in the Western Balkans by fostering regional cooperation and informed dialogue. In this context, the project addresses Serbia’s asymmetric and hybrid influence in the region and seeks to strengthen local resilience against such activities. Through workshops, networking, fact-finding visits, and stakeholder meetings in Kosovo, Bosnia and Herzegovina, and Montenegro, local experts, civil society representatives, and policymakers will jointly explore the role of external influences in shaping governance and stability. By connecting V4 partners with regional stakeholders, the project will produce locally grounded policy recommendations that contribute to democratic development and the EU integration process.
