BCSP and ECFR side event at the Munich Security Conference 2025

The Belgrade Centre for Security Policy (BCSP) and the European Council on Foreign Relations (ECFR) are co-hosting a side event "Unarmed in the Unseen War: How to Counter Hybrid Challenges in the Western Balkans and Europe," at this year’s Munich Security Conference on 14 February.

As hybrid threats continue to evolve and intensify, Europe and the Western Balkans find themselves on the frontlines of a new kind of warfare – one that targets vulnerabilities of the democratic system. The political and governance crisis in most countries of the Western Balkans renders the region particularly vulnerable. Lacking comprehensive tools to counter cyber-attacks, disinformation, and economic pressure, the Western Balkans region faces an urgent need for innovative strategies and stronger defences.
 
Is EU enlargement alone a sufficient framework to provide tools for tackling these challenges? What are the most pressing hybrid threats currently facing Europe’s contested neighbourhoods? How do these threats exploit regional vulnerabilities, such as political instability, democratic weakness, ethnic divisions, and economic dependencies? What tools or capabilities are most urgently needed in areas of cybersecurity, disinformation response, and the resilience of critical infrastructure? These are some of the questions that will be addressed during the event.
