Discussion on Kosovo Security Force
The discussion is organised so to introduce Serbian audience to the context on how KSF is percived and how its future is debated among citizens and political groups in Kosovo.
Belgrade Centre for Security Policy (BCSP) is organising on 26 February 2014 a presentation on Kosovo Security Force (KSF) with the guest speaker Shpend Kursani, an External Senior Researcher at Kosovar Center for Security Studies.
With the organisation of this event, BCSP aims to provide information and open space for discussion on following issues:
- What is current KSF legal mandate, institutional setup and manpower?
- What is the perceptions of KSF among citizens?
- How much are Serbs represented in KSF and how effective is its diversity policy?
- What are the scenarios discussed for the future of KSF? Which institutional designs and capacities are planned?
- What are positions of major political groups in Kosovo regarding the future of KSF?

Shpend Kursani has published on oversight of intelligence services and on lawful interception oftelecommunications in Kosovo,as well as on EULEX. He is also a Member of Assembly at the Prishtina Council on Foreign Relations – PCFR, a Founder and Member of the Steering Committee at the Balkan Think Tense – BTT, and an adjunct lecturer in the field of International Relations at the University College Universum.
Kursani’s engagement in BCSP is part of the project “Security research forum Belgrade-Pristina-Tirana”, which is realizing with the support of the Ministry of Foreign Affairs of Norway. The project is meant to foster balanced debate among think-tank community, academia, public policy and media in order to provide research-based alternative solutions to ongoing challenges of cooperation among Serbia, Kosovo and Albania. This is a joint project of three independent think tanks specialized in research of security issues – Belgrade Centre for Security Policy (BCSP), Kosovar Center for Security Studies (KCSS) and Institute for Democracy and Mediation (IDM).
