LEGASI – Towards Legislative Reform of Security Intelligence System

Strengthening accountability of Serbian security-intelligence system is the main goal of this project implemented by Belgrade Centre for Security Policy.

The Law on the Bases Regulating Security Services Organization in the Republic of Serbia, adopted in 2007, does not comprehensively regulate the security-intelligence system. The project aims to address the legislative gaps leading to overlap of competences, lack of clarity about management and oversight of security services, and even malpractice in security services. By developing an agenda for legislative reforms, the project will strengthen democratic governance and protection of fundamental rights and contribute to cost-efficient work in the field of intelligence and security.

To this end, BCSP is conducting research on the current legal framework regulating security-intelligence system of Serbia and its practical implications. An important part of the research is conducting consultations with a variety of stakeholders, such as security services, parliamentarians, independent state institutions, judiciary, civil society and journalists. The findings will be used to stir a public debate through series of expert and public round tables, but also through broadcasting TV stories in cooperation with the Production Group Mreza.

This project is implemented with support by the Embassy of the Kingdom of the Netherlands in Belgrade, under the framework of the MATRA programme.
