How Effective Are Indipendent State Institutions in Security Sector Oversight in the Western Balkans
This project will produce an analysis of independent state institutions as security actors and offer findings on their work.
The first aim of the project is to assess the performance of independent state institutions in oversight of security sector in each of the Western Balkans countries. It will produce an analysis of independent state institutions as security actors and offer findings on their work.
The second aim is to analyze the assessed situation, address obstacles these institutions face in relation to security sector and offer recommendations how to improve their work. Empirical research will be used to get both updated evidence on the quality of oversight and the interpretation of the drivers and spoilers of oversight as perceived by key stakeholders.
The project will result in publishing of a comparative study of similarities and differences of trends across seven countries – Albania, Bosnia, Croatia, Kosovo, Macedonia, Montenegro and Serbia. A part of this publication will also be an original theoretical text on possible roles and challenges for independent oversight bodies while engaged in oversight of security sector.
The project is building on the methodology and some empirical research carried out within the project Mapping and Monitoring of SSR in Serbia implemented by BCSP in Serbia and the regional project Civil Society Capacity Building to Map and Monitor SSR implemented with partners from Albania, Institute for Democracy and Mediation, (www.idmalbania.org), Centre for Security Studies, Bosnia and Herzegovina (www.css.ba), Institute for International Relations, Croatia (www.imo.hr), Analytica, Macedonia (www.analyticamk.org), Centre for Democracy and Human Rights, Montenegro (www.cedem.me), Kosovo Centre for Security Studies, Kosovo (www.qkss.org).
