Independent state institutions in the oversight of security sector in the Western Balkans

Researchers from the region and the Ombudsperson Sasa Jankovic and Commissioner Rodoljub Sabic will discuss the most important lesson of research on effective strategies for oversight of the security sector by independent public authorities in the Western Balkans, during the event organized by BCSP.

Main goal of the event BCSP is organising in Hotel Balkan (Belgrade) on April 17, 2013 at 10AM is to access effectiveness of independent state institutions in in the field of democratic control and security sector oversight in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia.

 

Topics of first panel will be the most known cases of independent security sector oversight in Western Balkans, most developed fields of the practice of independent oversight, obstacles to independence and effectiveness in oversight of the police, the military, and the intelligence services in the region, and oversight priorities of independent state institutions in the next five years.

The independent oversight institutions are a novelty in political systems of the Western Balkans states. They are usually expected to improve legitimacy of state (governmental) and bureaucratic processes that are often alienated from the citizens they are supposed to serve. Their independence is characterised by the fact that they are established by constitution and responsible to the parliament, and that they are not a part of the traditional branches of government – the legislature, executive and the judiciary. The expected adventage of their oversight over other state institutions with oversight competencies are: objectivity, independence, accessibility, informality, confidentiality, reporting/transparency and investigative powers.

Therefore, in the second panel moderated by BCSP President of the Board Miroslav Hadžić, Ombudsman of the Republic of Serbia Sasa Jankovic and Commissioner for Free Access to Information of Public Importance and Personal Data Protection Rodoljub Sabic will discuss on:

  • What is unique about oversight over security sector compared to the rest of public administration?
  • What made it possible for independent oversigt bodies you are governing to be more successful in the oversight of security sector than  your colleagues in the region, or even many colleagues in Europe?
  • What is an right success indicator of the oversight excercised by independent oversight institutions: individual case solved, greater number of citizen’s complains, accepted recommendation, change of politics or legal acts, recognisability of the person that is on the head of the institution or…?
  • What is the role of individuals that are  leading independent oversight institutions in empowering institutions and strengthening the systems of democratic control and oversight over security sector?
  • What are the main limitations and obstacles to independent oversight of security sector in Serbia today? How to overcome them?
